By White AN ACT to amend Tennessee Code Annotated, Title 4;
Title 38; Title 39 and Title 55, relative to street racing.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
SECTION 1.
(a) There is created a street racing task force to study and determine best practices for curbing illegal street racing in this state and the resources needed to
implement such practices at the local level and whether state legislation is
recommended or necessary to implement such practices.
(b) The task force consists of seventeen (17) members as follows:
(1) The commissioner of safety, or the commissioner's designee;
(2) The colonel of the Tennessee highway patrol, or the colonel's designee;
(3) The police chief, or the chief's designee, for each of the following six
(6) cities:
(A) Memphis;
(B) Nashville;
(C) Knoxville;
(D) Chattanooga;
(E) Clarksville; and
(F) Murfreesboro;
(4) The mayor, or the mayor's designee, for each of the six (6) cities identified in subdivision (b)(3); and SB2665

(5) One (1) appointee each from the governor, the speaker of the house of representatives, and the speaker of the senate.
(c) The commissioner of safety shall call the first meeting of the task force no
later than August 1, 2024. The commissioner, or the commissioner's designee, shall serve as chair of the task force. The task force shall meet at least monthly, and the chair may call special meetings as deemed necessary to conduct business. The chair shall notify each member of the task force of any special meeting at least five (5) days before the time fixed for the special meeting. A majority of the members of the task force may petition the chair to call a special meeting. The task force shall conduct the first meeting in person and may conduct subsequent regular or special meetings by electronic means of communication in accordance with the requirements of Tennessee Code Annotated,
Section 8-44-108.
(d) Nine (9) members of the task force constitute a quorum.
(e) The task force is administratively attached to the department of safety.
(f) Members of the task force serve without compensation for their services, but must be reimbursed for travel and other expenses actually incurred in the performance of their official duties. Reimbursement must be paid in accordance with the provisions of
the comprehensive out-of-state travel regulations as promulgated by the department of
finance and administration and approved by the attorney general and reporter.
(g) By January 15, 2025, the task force shall report its findings and recommendations to the general assembly, at which time the task force ceases to exist.
SECTION 2. This act takes effect upon becoming a law, the public welfare requiring it.
