This bill creates within the state treasury a "mental health resources account," and requires that 100 percent of the sales tax proceeds collected on firearms, ammunition, and firearm accessories be deposited by the commissioner of revenue into that new account. This bill provides that amounts remaining in the account at the end of each fiscal year do not revert to the general fund, but must remain in the account.
This bill requires the state treasurer to allocate grants from the account to local governments and nonprofit organizations to be used for providing mental health resources or services within this state. A local government or nonprofit organization must submit an application, by May 1 of each year, to the state treasurer to receive such a grant. However, if the number of applications received exceeds the amount in the account, then the state treasurer must create and implement guidelines on grant preferences.
