HOUSE JOINT RESOLUTION 430

A RESOLUTION to recognize Police Chief Randall Brackins of the Gatlinburg Police Department on the occasion of
his retirement.
WHEREAS, it is appropriate that the members of this General Assembly should honor those citizens who have performed with uncommon devotion and enthusiasm throughout their careers in law enforcement; and WHEREAS, Police Chief Randall Brackins of the Gatlinburg Police Department is one such estimable individual, who has devoted his life to the preservation of law and order and the protection of his fellow citizens; and WHEREAS, after a forty-nine-year career with the Gatlinburg Police Department, Chief Brackins will take a much-deserved retirement in June 2023, having devoted nearly five decades of his life to public service and law enforcement in the Gatlinburg community; and WHEREAS, Police Chief Randall Brackins began his illustrious career with the Gatlinburg Police Department as a cadet in 1974; after serving as a police officer from 1975 to
1978, he continued his rise through the department's ranks, serving as corporal from 1978 to
1980, sergeant from 1980 to 1986, and captain from 1986 to 2004; and WHEREAS, since his appointment as the tenth chief of the department in 2004, Chief Brackins has continued to serve the Gatlinburg Police Department and his fellow citizens with distinction as a strong leader and mentor to numerous officers; and WHEREAS, wholly dedicated to his community, Chief Randall Brackins worked tirelessly to establish Gatlinburg Community Police Programs, the Gatlinburg Police Department's nonprofit organization for community service and outreach; and WHEREAS, Chief Brackins is also a hero of the highest order, who served his community with honor and bravery while upholding the finest tenets and traditions of the police HJR0430

department as he led his fellow officers through the tragic Gatlinburg fires of 2016 and saved countless lives; and WHEREAS, no stranger to accolades, Police Chief Randall Brackins was recently honored at the annual Tennessee Association of Chiefs of Police conference in Chattanooga with the organization's Joe Casey Award; the highest honor to be bestowed upon a chief of
police in Tennessee, the award is given to recognize an individual who has brought honor and distinction to the Tennessee Association of Chiefs of Police through their character, efforts,
guidance, dedication, generosity, and infinite concern for the organization; and WHEREAS, Chief Brackins is a faithful member of Richardson's Cove Baptist Church and is deeply devoted to his family as a loving husband, father, and grandfather, who is
affectionately known as "Papaw" to his seven grandchildren; and WHEREAS, Chief Randall Brackins has performed his duties with professionalism and integrity, helping his fellow citizens in any way that he could and proving himself time and again to be a tremendous asset to the Gatlinburg Police Department; and WHEREAS, Chief Brackins exemplifies the spirit and allegiance to community that are characteristic of a true Tennessean; and WHEREAS, throughout his estimable career, Chief Randall Brackins has demonstrated the utmost professionalism, ability, and integrity, winning the sincere respect and admiration of
his colleagues and the citizens of Gatlinburg; now, therefore,
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED
THIRTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE
CONCURRING, that we honor and commend Police Chief Randall Brackins on his exemplary career with the Gatlinburg Police Department and extend to him our best wishes for much continued success and happiness during his retirement.
BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared for presentation with this final clause omitted from such copy and upon proper request made to
