HOUSE JOINT RESOLUTION 408

A RESOLUTION to recognize Kay S. Solomon Armstrong, Greene County Chancery Court Clerk and Master, on the occasion of her retirement.
WHEREAS, it is appropriate that the members of this General Assembly should honor those citizens who have performed with uncommon devotion and enthusiasm throughout their years of public service; and WHEREAS, one such estimable person is Kay S. Solomon Armstrong, who, having admirably served the citizens of Greene County as Chancery Court County Clerk and Master since 1992, will be taking a much-deserved retirement on March 31, 2023; and WHEREAS, a native of Greene County, Mrs. Armstrong was born on March 17, 1958, to John D. Solomon and Polly Stephens; and WHEREAS, Kay Armstrong received a Bachelor of Arts degree from Carson-Newman College in 1980 and earned a Juris Doctor degree from the University of Memphis Cecil C.
Humphreys School of Law in 1984; she is also a Certified Public Administrator, having completed the County Officials Certificate Training Program from the University of Tennessee Center for Government Training in 2003; and WHEREAS, Mrs. Armstrong was first appointed to serve as Clerk and Master of Greene County Chancery Court, serving the Third Judicial District of the State of Tennessee, in August
1992; and WHEREAS, her previous professional experience includes serving as staff attorney for Effective Advocacy for Citizens with Handicaps in 1985, assistant to the general counsel for the Tennessee Department of Transportation in 1986, adjunct professor for Belmont University's paralegal program in 1986, private practice attorney in Greene County from 1988 to 1990, and as an attorney with the law office of J. Ronnie Greer from 1990 to 1992; and HJR0408

WHEREAS, a leader among her peers, Kay Armstrong served as president of the East Tennessee Division of the State Court Clerks Association from 1997 to 1998 and as a member of the board of directors of the State Court Clerks Association of Tennessee, an association she served as president from 2003 to 2004; and WHEREAS, concurrently with her duties as Chancery Court Clerk and Master, she has served on multiple boards and committees, including the Tennessee Judicial Redistricting Study Committee, Tennessee Judicial Information System Steering Committee, and Judicial Council Sub-Committee Studying Court Costs, Bench/Clerk Partnership Committee, Special Masters Committee, Education Committee, Legislative Committee, and a host of other committees; and WHEREAS, Mrs. Armstrong is also an active member of the Greene County Bar Association, Greene County Republican Women's Club, Mosheim Order of the Eastern Star,
and County Officials Association of Tennessee; and WHEREAS, deeply devoted to her faith, she is a longtime member of Fairview Baptist Church, which she has served as a Sunday School teacher and women's prayer group and Bible studies leader; and WHEREAS, Kay Armstrong enjoys the love and support of her husband of many years,

Tennessee; and WHEREAS, Mrs. Armstrong exemplifies the spirit and allegiance to family and community that are characteristic of a true Tennessean; and WHEREAS, throughout her illustrious tenure as Greene County Chancery Court Clerk and Master, Kay Armstrong has distinguished herself as a public-spirited citizen of the highest order, winning the respect and admiration of her colleagues and the people she has so ably served; now, therefore,
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED
THIRTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE
CONCURRING, that we extend to Kay S. Solomon Armstrong, Greene County Chancery Court

BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared for presentation with this final clause omitted from such copy and upon proper request made to
