HOUSE JOINT RESOLUTION 327

A RESOLUTION to honor and commend the Helen Ross McNabb Center on the occasion of its seventy-fifth anniversary.
WHEREAS, the members of this General Assembly take great pleasure in recognizing those organizations that are pillars in their communities, providing vital services that benefit the citizens of this State; and WHEREAS, for seventy-five years, the Helen Ross McNabb Center has provided comprehensive community mental health services to several counties in East Tennessee; and WHEREAS, founded by Helen Ross McNabb in 1948, the Center has grown from a small behavioral clinic for children to a regional organization that serves more than 43,000
children, adults, and families annually; and WHEREAS, Helen Ross McNabb was inspired to advocate for those with mental illness,
and with determination and perseverance, she petitioned the Knoxville City Council for funds to
open one of the first community mental health clinics in the State, which opened its doors on
May 30, 1948; and WHEREAS, in 1953, the Helen Ross McNabb Center claimed its independence from the City of Knoxville by incorporating as a nonprofit organization with its own board of directors, and in 1955, the Center expanded its mission to include adult services and treatment programs; and WHEREAS, working with children from birth through adolescence, the Helen Ross McNabb Center offers early childhood intervention and prevention services, foster care and adoption services, behavioral and social services, crisis services, mental health services,
substance use and co-occurring treatment programs, juvenile justice services, and school-

WHEREAS, the Center also supports adults through its social services, substance use and co-occurring treatment, recovery and peer support, psychiatric services, crisis services,
mental health services, criminal justice services, and a rural recovery program for those who reside in surrounding areas; and WHEREAS, this exemplary organization benefits from the experience and wisdom of the members of its Board of Directors, which provides astute leadership and direction to a network of dedicated staff, professionals, and volunteers who proudly support the Center's mission and daily operations; and WHEREAS, for seventy-five years, the Helen Ross McNabb Center has played an
invaluable role in the lives of children, adults, and families, and it is appropriate that we
recognize this stalwart organization on this momentous occasion; now, therefore,
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED
THIRTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE
CONCURRING, that we honor and commend the Helen Ross McNabb Center on the occasion of its seventy-fifth anniversary and extend our best wishes for every future success.
BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared for presentation with this final clause omitted from such copy and upon proper request made to
the appropriate clerk, the language appearing immediately following the State seal appear without House or Senate designation.
