Present law generally prohibits, subject to local approval, the election of a member of the legislative body of a municipality, a popularly elected school board, or any other similarly constituted and elected board or commission of a county or municipality through an election procedure requiring candidates to be nominated from a district and elected at-large. Present law exempts various counties and municipalities from such general prohibition based on population. This bill removes the population-based exemptions and the requirement for local approval from the general prohibition.
