Generally, under present law, a convicted felon must pay all court ordered restitution and, unless indigent, court costs, before being able to apply for voter registration and have their voting rights restored. This bill limits such requirement to persons convicted of Class A and B felonies. This bill does not apply to persons convicted of felonies and misdemeanor offenses against the administration of government for which a person may never have their voting rights restored under present law, such as murder and violent sexual offenses.
