Present law requires LEAs to adopt a comprehensive, district-wide school safety plan and building-level school safety plans regarding crisis intervention, emergency response and emergency management. The plans must follow a template developed by the state-level safety team. Present law specifies what information has to be included in the template, such as the designation of an emergency response team and policies and procedures for communication with law enforcement officials, parents and guardians in the event of emergencies and incidents of or threats of violence.
This bill adds the following to information that must be in the template: policies and procedures relating to district and school building cyber security to determine cyber security risk, implement mitigation planning, and secure cyber infrastructure against cyber attacks and other cyber security incidents.
ON APRIL 12, 2021, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 925, AS AMENDED.
AMENDMENT #1 revises the information to be included in the template to be policies and procedures relating to LEA and school cyber security preparedness to identify cyber security risk, implement mitigation planning, and protect cyber infrastructure against cyber attacks and other cyber security threats and incidents. This amendment defines "cyber security" to mean the art of protecting networks, devices, and data from unauthorized access or criminal use, and the practice of ensuring the confidentiality, integrity, and availability of information. This amendment clarifies that the template will be "revised" instead of "developed."
