ON MARCH 29, 2021, THE SENATE ADOPTED AMENDMENT #1, AND PASSED SENATE BILL 138, AS AMENDED.
AMENDMENT #1 rewrites this bill, authorizes certain new special license plates and revises various existing plate provisions.
This amendment authorizes the following new special license plates:
(1) Hampton University, new specialty earmarked plates, with proceeds allocated to the National Hampton Alumni Association, Inc., to be used for funding scholarships for students from Tennessee;
(2) Compassionate Friends, new specialty earmarked license plate, with proceeds allocated to The Compassionate Friends, Inc., to be used in this state to support bereaved families following the death of a child;
(3) Sheriff's and Police Activities League of Memphis and Shelby County, new specialty earmarked plates, with proceeds allocated to the League to be used for funding the development and construction of a multi-purpose youth development park in the Frayser neighborhood;
(4) Millennial Debt Foundation, new specialty earmarked plates, with proceeds allocated to the Foundation, to be used for educating the public on the need for fiscal stewardship in government;
(5) The Equity Alliance, new specialty earmarked plates, with proceeds allocated to the Alliance, to be used in this state to equip Tennesseans with tools and strategies to engage in the civic process and empower them to take action on issues affecting their daily lives;
(6) Chattanooga, new specialty earmarked plates, with proceeds allocated to the Chattanooga Tourism Foundation, to be used to support and promote tourism-related activities, events, and projects, to enhance the image, culture, and the economic and social prosperity of Hamilton County and the surrounding area, and to pursue and support charitable activities;
(7) Chattanooga Football Club, new specialty earmarked license plates, with proceeds allocated to the Chattanooga FC Foundation, to be used in this state to enrich the lives of children and families in Chattanooga found in economically or culturally challenged neighborhoods, to build a strong community and healthy lifestyles through partnerships with local churches, schools, and recreation centers, and to support after-school and summer soccer programs that seek to develop creativity, discipline, social skills, and team building;
(8) The Ohio State University, new specialty earmarked plates, with proceeds allocated to the Ohio State Club of Middle Tennessee, to be used for funding scholarships for students from Tennessee;
(9) CASA, new specialty earmarked plates, with proceeds allocated to CASA of the Tennessee Valley, to be used to support the organization's court appointed special advocates (CASA) mission to recruit, train, and supervise volunteers to advocate for abuse and neglected children within the court system;
(10) Army ranger, cultural/military plates;
(11) Drive Electric Tennessee, new specialty earmarked plates, with proceeds allocated to East Tennessee Clean Fuels Coalition, to be used for electronic vehicle educational purposes;
(12) Tiger Haven, new specialty earmarked plates, with proceeds allocated to Tiger Haven, Inc., to be used to support the organization's mission to protect rescued big cats, including purchasing food and cages for the animals;
(13) TennesSEIA, new specialty earmarked plates, with proceeds allocated to Tennessee Solar Energy Industries Association, Inc., (TennesSEIA), to be used for education regarding solar initiatives;
(14) Dyslexia Awareness, new specialty earmarked plates, with proceeds allocated to the Tennessee Branch of the International Dyslexia Association, to be used to provide advocacy, parent and teacher training, and professional development to schools;
(15) Cystic Fibrosis Awareness, new specialty earmarked plates, with proceeds allocated to Cure For Our Friends, to be used for cystic fibrosis awareness programs in this state and to support the organization's mission to support individuals and families in Tennessee who are affected by cystic fibrosis;
(16) Natural Gas Fuels Tennessee, new specialty earmarked plates, with proceeds allocated to the Tennessee Gas Association Scholarship Foundation to be used to provide scholarships awarded to children of employees of member natural gas companies, pipelines, and business partners of the Tennessee Gas Association who reside in this state;
(17) The Volunteer State, new specialty earmarked plates, with proceeds allocated to the Rocky Mount Historical Association, to be used to provide educational and community outreach programs focused upon the history of the Rocky Mount State Historic site and the customs, values, and practices of the early settlers of this state;
(18) Honor the Fallen, new specialty earmarked plates, with proceeds allocated to Memories of Honor, to be used in this state to support the organization's mission to honor fallen military and the families left behind through athletics, entertainment, and special events to help provide a healthy and active outlet for depression, grief, post-traumatic stress disorder, and survivor's remorse;
(19) Wilson County The Place to Be, new specialty earmarked plates, with proceeds allocated to Wilson Rides, Inc., to be used in this state for ride scheduling and volunteer scheduling services;
(20) Nashville Cares, new specialty earmarked plates, with proceeds allocated to Nashville Cares, to be used in this state to support the organization's programs and services to fight to eradicate HIV/AIDS in Middle Tennessee and support those persons and families impacted by the disease; and
(21) Service Dogs, new specialty earmarked plates, with proceeds allocated to Smoky Mountain Service Dogs, to be used to support the organization's mission to enhance the physical and psychological quality of life for wounded veterans by providing trained service dogs to disabled veterans.
This amendment extends for one year the time period for the following plates to meet the minimum order requirements: Friends of Shelby Park and Bottoms; Tennessee Chamber of Commerce and Industry; Mothers Against Drunk Driving (MADD); Big Brothers Big Sisters; I RECYCLE; Niswonger Children's Hospital; Enjoy the Ride; and Service Dogs Changing Lives.
This amendment requires that the design on the Legislator Emeritus special purpose license plates have two different design options for eligible current or former members of the general assembly to indicate the member's service in the senate or the house of representatives. This amendment also revises the design for plates for certain combat veterans by replacing the flag on the plate with the appropriate service or campaign medal. The redesign of the veterans' plates will be effectuated only upon the existing inventory of plates being utilized by the department of revenue. This bill also revises the design of the Blue Star family plates to requires that the letters "FM" (instead of "BM") be included on the plates.
This bill requires that the Driving To A Cure special license plate be designed in consultation with a representative of the department of health, and changes the recipient of proceeds from the plates from the "Tennessee affiliates of the Susan G. Komen Foundation" to the "department of health to be used for breast screening, prevention, and diagnostic services."
ON MAY 3, 2021, THE HOUSE SUBSTITUTED SENATE BILL 138 FOR HOUSE BILL 123, ADOPTED AMENDMENT #2, AND PASSED SENATE BILL 138, AS AMENDED.
AMENDMENT #2 extends for one year the time period for the African American Breast Cancer Awareness plate to meet the minimum order requirement.
