House Bill 1249

An Act to require the posting of syllabi and course information.

Be it enacted by the Legislature of the State of South Dakota:

Section 1. That chapter 13-53 be amended with a NEW SECTION:

Each institution of higher education under the control of the Board of Regents shall, for each classroom and online course offered for credit at the institution, post on the institution's website:

(1) A syllabus that provides:

(a) A brief description of each major course requirement, including major assignments and examinations;

(b) Any required and recommended reading lists; and

(c) A general description of the subject matter for each lecture or other class discussion;

(2) The curriculum vitae of each person who regularly provides instruction, including the person's:

(a) Postsecondary education;

(b) Teaching experience; and

(c) Significant professional publications; and

(3) The most recent departmental budget report.

The information required by this section must be posted at least thirty days before the first date on which students may register for the course; be labeled as public course and syllabus information; be searchable by keyword and phrase; and be accessible without a registration, identification, username, or password requirement.
