An Act

A CONCURRENT RESOLUTION, urging the creation of safe and supportive environments for students with epilepsy.

WHEREAS, seizures and epilepsy are among the most common neurological problems affecting students; and

WHEREAS, estimates indicate there are approximately 470,000 children living with epilepsy in the United States, or approximately six students in a school of 1,000 students; and

WHEREAS, students spend a significant portion of their waking hours in school settings, making it critical that school personnel have a fundamental knowledge of what epilepsy is, how seizures can be recognized, and how appropriate first aid can be rendered; and

WHEREAS, students with epilepsy may have challenges with learning and school performance, as a result of their seizures and medication; and

WHEREAS, students with epilepsy are at increased risk of injuries, suicide, and early death; and

WHEREAS, students with epilepsy may also experience attention deficit disorder, anxiety, depression, and social problems; and

WHEREAS, epilepsy is not an insurmountable bar to success in an educational setting and, eventually, a workplace setting:

NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the Ninety-Seventh Legislature of the State of South Dakota, the Senate concurring therein, that the Legislature urges all schools and school districts in this state to help students with epilepsy on their path to success, by providing a safe and supportive school environment, so that students with epilepsy are also able to reach their full academic potential, build meaningful friendships and relationships, and lead full and productive lives.
