A CONCURRENT RESOLUTION, Urging the members of South Dakota's congressional delegation to vote against any act admitting the District of Columbia as a separate state.

WHEREAS, the District of Columbia is a special geographical area, designated as the seat of the national government of the United States; and

WHEREAS, the District of Columbia has essentially no economic characteristics of any of the fifty states, such as viable agricultural or manufacturing sector; and

WHEREAS, the District of Columbia is in no way representative politically of any of the fifty states, having regularly voted by more than seventy-five percent for the same party's presidential candidate in each election since 1972; and

WHEREAS, the United States House of Representatives, in 2020, in a partisan manner approved a bill, entitled the Washington, D.C. Admission Act, to admit the District of Columbia as a separate state of the United States; and

WHEREAS, the definitive process of a constitutional amendment, which was used to pass the 23rd Amendment to the United States Constitution is still available to the proponents of statehood for the District of Columbia:

NOW, THEREFORE, BE IT RESOLVED, by the Senate of the Ninety-Sixth Legislature of the State of South Dakota, the House of Representatives concurring therein, that the Legislature urges the members of South Dakota's congressional delegation to vote against any act admitting the district of Columbia as separate state, on the grounds that such an action is illegitimate and unnecessary.
