This bill seeks to amend zoning ordinances by adding and changing definitions related to zoning and land development. It also includes provisions regarding permitted uses within zoning districts, including the allowance of accessory dwelling units (ADUs) in owner-occupied residences. The bill establishes design standards for ADUs and prohibits municipalities from imposing unreasonable dimensional requirements or other development standards that effectively prevent the development or utilization of ADUs. The bill also includes provisions related to the approval process for ADUs, exemptions from utility assessment and tie-in fees, and compliance with building code regulations. It repeals a section of the General Laws related to zoning ordinances for ADUs and specifies that private restrictions on ADUs imposed by residential property governing bodies that conflict with the provisions of this bill or the definition of an ADU are void. The bill also prohibits ADUs from being offered or rented for tourist or transient use or through a hosting platform.
