The purpose of the appropriation is to develop a property in East Providence into 160 affordable apartments. The development will also include an early learning center on the ground floor, which will be leased to a qualified nonprofit operator to provide access to high-quality childcare. The resolution recognizes the urgent need for affordable housing in Rhode Island, particularly for vulnerable populations such as youth aging out of foster care and families at risk of or involved with the Department of Children, Youth, and Families (DCYF) due to a lack of affordable housing. The appropriation will be drawn from the treasury for the fiscal year 2023-2024.
