This bill, titled "Building Opportunities in Out-of-School Time," aims to provide funding for comprehensive and effective before school, afterschool, school break, and summer learning programs for students in grades pre-Kindergarten through twelve (PK-12). It also seeks to provide workforce development programs for individuals seeking to become youth development professionals and retention programs for current youth development professionals. The bill allocates no less than four million dollars per fiscal year to invest in these out-of-school time programs, including technical assistance supports, professional development for youth development professionals, and funding for a pipeline of qualified individuals seeking to become youth development professionals. The Rhode Island Foundation would serve as the fiscal sponsor and distribute the funding as grants to selected programs. Only programs that adhere to afterschool quality standards and indicators established by the Rhode Island Department of Education would be eligible for grants. The fiscal sponsor would report annually on the programs receiving grants, including information on the number of children and youth served, their demographics, and other relevant data. The bill would take effect upon passage.
