This bill, relating to the licensing of nursing service agencies, makes several amendments to current law. It allows the director to establish reasonable fees for licensure applications and renewals, and administrative actions. It also requires the Department of Health to develop a system for temporary nursing service agencies to register annually. The bill sets an annual licensure fee of $1,000 per licensee for temporary nursing service agencies. The bill also establishes regulations, inspections, and investigations for nursing service agencies, including a maximum rate for services provided by nurses and certified nurse assistants. It requires the maintenance of records and confidentiality of health inspections and investigations. The bill also requires nursing service agencies to maintain insurance coverage for workers' compensation and establishes public reporting requirements. The bill prohibits nursing service agencies from recruiting employees from clients and from requiring payment of damages or fees if an employee is hired as a permanent employee of a client facility. The bill also requires nursing service agencies to submit an annual statistical report to the Department of Health. The bill takes effect upon passage.
