This bill makes several amendments to the General Laws related to Criminal Injuries Compensation. It adds and updates definitions for various terms, including "Medical forensic examination" and "Victim." The bill establishes an emergency fund for victims, allowing for compensation for burial expenses, crime scene clean up, relocation expenses, and expenses associated with modifying the victim's residence for safety. The bill also sets limits on the amount of compensation that can be awarded and creates a special indemnity account for criminal injuries compensation.

Additionally, the bill proposes to add a $2.00 fine on civil or criminal traffic violations, excluding parking violations. The collected surcharges would be transmitted to the crime victims' compensation fund within 30 days. The bill also allows victims to use program funds to make reasonable modifications to their residence for safety purposes and permits a medical forensic examination to be used instead of a police report to determine program eligibility. The bill would take effect one year after passage.
