This bill makes several amendments to the General Laws related to mail ballots. It establishes requirements for the validity of mail ballots and mail ballot applications, allowing legally qualified electors to obtain a form from the local board to apply for a mail ballot or apply online. It also allows voters who are unable to sign their name to have an assistant mark a box indicating their inability to sign and provide their information on a form provided by the secretary of state. The bill also amends the definitions section to include females as well as males in words that only import the masculine gender and adds a definition for "bipartisan pairs of supervisors" and "employed outside of the United States." This bill also eliminates the requirement for voters who cannot sign their name due to blindness, disability, or inability to read or write to sign with an "X". Instead, the voter or their assistant must mark a box on the application or ballot certification envelope to indicate that the voter cannot sign. The assistant must also provide their full name, residence address, and signature on the certifying envelope.
