It allows legally qualified electors to obtain an application form from the local board or apply online to vote by mail. It also allows individuals who are unable to sign their name to make their mark "X" instead. The bill also allows for the submission of a mail ballot application up to three days after the deadline if it is delivered by the postal service to the local board.

The bill also requires the local board to record city or town code and district information in the mailing label section of the mail ballot application. It also requires the secretary of state to consult with the local board if a ballot is returned as undeliverable and to remail the ballot using the corrected address provided by the local board. The bill also allows for the certification of emergency mail ballot applications and requires the delivery of these applications to the state board of elections.
