This bill, enacted by the General Assembly, aims to increase eligibility for the federal Medicare Savings Programs. It adds a new section to Chapter 40-8 of the General Laws entitled "Medical Assistance." The bill specifies that beginning July 1, 2023, and annually thereafter, the secretary of the executive office of health and human services shall increase income disregards used to determine eligibility for the Medicare Savings Programs. The income levels for eligibility are equalized at or below 185% of the federal poverty level for the Qualified Medicare Beneficiary Program, 200% of the federal poverty level for the Specified Low Income Medicare Beneficiary Program, and 225% of the federal poverty level for the Qualifying Individual Program. Additionally, the bill eliminates the asset test for eligibility under the Medicare savings programs. The secretary is also required to submit any necessary Medicaid state plan amendment or waiver to implement the provisions of this section. The act would take effect upon passage.
