This bill merges the Oakland-Mapleville #4 and Nasonville Fire Districts into the East Burrillville Fire District. The new district will have the power to sue and be sued and will assume all assets and liabilities of the merged districts. The charters of the Oakland-Mapleville #4 and Nasonville Fire Districts will be revoked upon approval of the consolidation. The bill also outlines the voting and meeting procedures for the new district. Qualified voters will be eligible to vote and act at all meetings of the district. The annual meeting will be held on the third Wednesday in September, and special meetings can be called by twelve or more qualified voters. The bill also establishes a governing body, called the Operating Committee, which will consist of seven members. The committee will have the power to manage the affairs and interests of the district, appoint operating officers, and appoint a Fire Chief. The committee may also appoint non-residents to certain positions. The bill also grants the district the power to order taxes, assess and collect taxes, and purchase or sell property. The district may also assess penalties for late payment of taxes and collect reasonable costs of collection, including attorneys' fees. The bill also grants the district the power to enact and amend bylaws.

This bill authorizes the merger and consolidation of the Oakland-Mapleville Fire District #4 and the Nasonville Fire District into a new district called the East Burrillville Fire District. The new district would have the authority to appoint committees, set compensation for officers and employees, and enact bylaws necessary for carrying out the provisions of the act. The bylaws may prescribe the duties of the Fire Chief and the inhabitants of the district during a conflagration, as well as the method of enforcing the commands of the Fire Chief. The bylaws may also provide penalties for any breach, not exceeding a fine of $100 or imprisonment for up to 30 days. The district may hold special meetings, and the notice of such meetings must be given in accordance with the bylaws and open meetings laws of Rhode Island. The district may also borrow money and issue bonds or notes for that purpose, with the total value of the bonds or notes not exceeding 3% of the total valuation of real estate within the district. The charter of the district may be amended by a vote of at least two-thirds of qualified voters present and voting at any annual or special meeting, provided that the notice of the meeting states that an amendment to the charter will be considered. The district taxes shall constitute a lien upon the assessed property and shall carry an interest penalty if not paid when due. The district shall include certain specified areas within the Town of Burrillville. This act would take effect upon passage and subsequent voter approval, and all acts inconsistent with this act would be repealed.
