This bill amends the state building code to specify that if a municipality constructs or owns a structure or building on land owned by or under the jurisdiction of the state, the local municipal building official will enforce the state building code for that structure or building. Additionally, any permitting fees for these structures or buildings will be remitted to the local municipality. The bill also establishes a process for electronic plan review, permit management, and inspection, and requires the building commissioner to develop a technology and implementation plan for a web-accessible service or system to be used by the state and municipalities for these purposes. The building commissioner is also required to submit an annual report on the implementation of the web-accessible service or system and any recommendations for improvement. The bill takes effect upon passage and applies retroactively to January 1, 2022.
