This bill makes several changes to Rhode Island's healthcare services funding plan. It changes the date for setting the healthcare services funding contribution each fiscal year from January 1, 2016, to July 1, 2023. It also adds the psychiatry resource network funding requirement to the contribution calculation. The bill creates a process to transition to the new healthcare services funding contribution method and exempts the "PRN account" from indirect costs recovery provisions.

Additionally, the bill creates the psychiatry resource network account within the general fund in the Department of Health law. This account will be used to fund services such as information lines and referral services related to psychiatry. The bill establishes the annual psychiatry resource network funding requirement and requires the Department of Health to submit an annual report on the program and costs. The "PRN account" is exempt from indirect costs recovery provisions. The effective date of the bill is July 1, 2023.
