This bill, titled the "Rhode Island Marina Users' Bill of Rights," would amend Title 6 of the General Laws to add a new chapter. The bill grants boat owners several rights, including the right to access their boat and for service providers to access the boat for safety and repair purposes, the right to lease slip, mooring, or land storage without being required to use additional services, the right to hire a service provider without fees or penalties assessed by the marina, the right to privacy and confidentiality of financial and contractual documents, the right to request references and certifications from technicians, the right to an itemized invoice and explanation of charges, the right to request estimates and choose the best company for goods and services, the right to store the vessel without losing the summer slip, the right to sell the boat without paying a commission to the marina unless they act as the broker, and the right to consumer protection by the Rhode Island attorney general's office.

The bill also includes provisions for marinas owned or controlled by the same entity, including limitations on fee increases, restrictions on special assessments, and a private right of action for individuals who are aggrieved or damaged by a violation of the enumerated rights. The bill would take effect upon passage.
