This bill establishes the Renewable Ready Program, which aims to promote the responsible siting and development of renewable energy on specific sites, including formerly contaminated sites. The program would be funded through the infrastructure bank. The bill includes provisions for the infrastructure bank to create a standard application and annual application deadlines, as well as the authority to direct applicants to revise their application or deny it if incomplete. The infrastructure bank would also prioritize projects based on available funds and follow a list prepared by the office. Approval of an application would only occur if funds are currently available or expected to be available within six months. The bill also outlines the use of funds, which includes activities such as installation of transformers and substations, transmission facilitation, grid flexibility, and electrification planning. However, funds cannot be used for interconnection studies or preliminary work required by the electric distribution company or public utilities commission. The bill also includes provisions for the use of property owned by the electric or gas distribution company and encourages leasing these properties to developers after successful remediation. The lease payments would be deposited in the environmental response fund. The infrastructure bank would have the authority to adopt rules and regulations necessary to implement the purposes of the program. The bill would take effect upon passage.
