This bill amends the General Laws to establish the behavioral health education, training, and coordination fund. The fund would receive contributions from Rhode Island personal income tax returns for tax years ending on or after December 31, 2024. The contributions would be used exclusively to provide education, training, or coordination of behavioral health treatment or service providers. The bill also establishes definitions for "behavioral health," "eligible organization(s)," and "eligible services." The fund would be administered by the general treasurer and distributed annually to eligible organizations with an approved application certified by the Department of Behavioral Healthcare, Developmental Disabilities, and Hospitals. The director of the department would review each application and provide notice of approval or denial of certification by September 15. The director is also authorized to promulgate rules and regulations to facilitate the provisions of this chapter. This act would take effect upon passage.
