This resolution creates a special legislative commission in Rhode Island to analyze the benefits and risks of pre-trial supervised release as an alternative to pre-trial detention. The commission will also determine the impact of reforms on Black Rhode Islanders and make recommendations to reduce the population and expenses of pre-trial individuals and the state. The commission will consist of 11 members, including representatives from the Rhode Island Senate, the Attorney General's office, the Judicial Branch, the Parole Board, a prison warden, the Center for Health and Justice Transformation, the Department of Children, Youth & Families, and two individuals who were formerly incarcerated pre-trial. The commission is required to report its findings to the President of the Senate by February 5, 2024, and will expire on April 5, 2024.
