This resolution requests the Rhode Island Department of Human Services, in consultation with the Rhode Island Department of Corrections, to submit a report to the General Assembly by January 5, 2024. The report should include information on available and potential transitional housing options for incarcerated women, as well as associated costs and funding sources. It should also cover assistance for formerly incarcerated individuals in obtaining and maintaining long-term stable housing, as well as access to social and support services and enrollment in state and federal benefits. The report should assess the healthcare needs of female incarcerated individuals, detail post-release supervision responsibilities and potential improvements, and outline the process for delivering essential services such as drug treatment, medical care, job training, and education. Additionally, the report should address the efficacy and effectiveness of programs and services, provide a comprehensive assessment tool for case planning, and explore new employment opportunities for this population.
