This bill makes several amendments to current law in Rhode Island. It limits the governor's authority in declaring an emergency, requiring that any declaration or proclamation be in conformance with the state constitution and automatically terminate after 60 days unless extended by the General Assembly. The bill also prohibits the governor from eliminating religious exemptions for flu shots or other inoculations without scientific data proving their effectiveness over a minimum of five years.

The bill also amends the Religious Freedom Restoration Act by declaring the elimination of all religious exemptions as discriminatory and prohibited. It states that religious exemption requests should be liberally granted. Additionally, the bill amends the Fair Employment Practices law to prohibit the elimination of religious exemptions for flu shots or other inoculations that have not been proven effective by scientific data over a minimum of five years. The bill also expands protections against various forms of discrimination in employment agencies, labor organizations, and other employee referring sources. Employers are also required to provide written notification to employees regarding the disposition of any complaints made by the employee.
