This bill amends Section 31-10-19 of the General Laws in Chapter 31-10 and Chauffeurs' Licenses. It requires the community college of Rhode Island to provide thirty-three hours of classroom instruction for applicants or prospective applicants for a limited instruction permit or license, with eight hours specifically dedicated to instruction on the effects of alcohol and drugs on a driver. The bill also requires driver education instruction to be available to eligible residents who are at least fifteen years and ten months old. Additionally, the community college of Rhode Island is required to provide a driver training program for physically handicapped drivers.

The bill also adds curriculum on the dangers of distracted driving, including the use of cell phones, and the dangers of marijuana-impaired driving to driver education programs. The curriculum on marijuana-impaired driving will only be implemented upon approval by the state board of education. The bill also makes changes to the qualifications and requirements for instructors of driver education courses.
