This bill, titled "American Rescue Plan Fiscal Accountability and Transparency," would amend the Rhode Island Board of Education Act and the Property Tax and Fiscal Disclosure Municipal Budgets Act to require school districts, local education agencies, cities, and towns to report on funding, administrative, and program information related to the American Rescue Plan, elementary and secondary school emergency relief, and state and local recovery funds. The reports would include information such as amounts received, amounts allocated with project/program descriptions, amounts spent on hiring staff, job titles hired or retained with the funds, premium pay amounts issued to employees, and copies of progress reports submitted to federal government agencies. The reports would be published on the Department of Education's website and the Division of Municipal Finance's website for public inspection and review. The act would take effect on July 1, 2023.
