This bill establishes a transit-oriented development pilot program in Rhode Island to increase residential housing near public transportation and reduce traffic congestion. Municipalities can apply for funds for residential development if they have developable land near a regional mobility hub or frequent transit stop. The Department of Housing, in conjunction with the Department of Transportation and Division of Statewide Planning, will establish criteria for the program, including zoning provisions for increased density and affordable housing. The Department of Housing will also publish an annual report on the development under the pilot program.

The bill also establishes the Executive Office of Commerce within the executive branch of state government to manage the promotion of commerce and the economy in Rhode Island. It creates the position of Secretary of Housing within the Executive Office of Commerce, who will oversee housing initiatives and develop a housing plan. The Secretary of Housing will coordinate with various agencies and commissions related to housing and submit an annual integrated housing report. The bill also requires reporting on affordability and healthy housing stock by municipality and grants the Secretary of Housing the authority to establish rules and regulations.
