This bill amends the Education Equity and Property Tax Relief Act to include the costs of educating students with intellectual disabilities in calculating direct state aid funding from the permanent foundation education-aid program. It also requires the Department of Elementary and Secondary Education to develop and utilize a poverty measure that accurately serves as a proxy for poverty status. The bill allows local education agencies to use a portion of the funds received to expand learning opportunities, such as after school and summer programs, full-day kindergarten, and multiple pathway programs. The bill also requires the department to promulgate regulations to implement the purposes of the act. This bill would take effect upon passage.
