This bill amends the Motor Vehicle Emissions Inspection Program by adding a new section that requires the department of environmental management to adopt motor vehicle emissions standards based on California's standards, unless it is determined that California's standards will not achieve greater motor vehicle pollution reductions than the federal standards. The department must hold a public hearing and issue detailed written findings before and after the hearing. The bill also requires the department to promulgate regulations to ensure maximum motor vehicle pollution reductions within one year of adopting California's advanced emission standards. The provisions of this section are intended as minimum requirements and do not limit the department's authority to adopt stricter air quality regulations allowed under federal and state law. The bill takes effect upon passage.
