This bill, titled "Standards for closure or phase-out of a public school building," would amend the General Laws to establish certain actions that a public school district must follow when closing or phasing out a public school building. The bill defines "closure of a public school" as the ending of use of a building as a public school, and "phase-out of a public school" as a gradual process leading up to the closure of a public school. Within seven days of a determination to close or phase out a school building, the district must provide a detailed report on the building's condition, the cost to repair it, and possible uses for the space. They must also provide contingency plans for enrollment, transportation, and staff affected by the closure. Within fourteen days of releasing the report and plans, the district must hold at least three meetings with staff, parent groups, and the community to discuss the closure proposal. The district's governing body will then make a recommendation on whether to proceed with the closure or phase-out. The bill would take effect upon passage.
