This bill makes several amendments to current law regarding emergency medical transportation services and non-emergency medical transportation (NEMT) in Rhode Island. It adds new language to require a license as an emergency medical services provider for anyone transporting a patient by stretcher or in a supine position in a vehicle. It also adds a new chapter to define terms and regulations for NEMT services, including the requirement for NEMT drivers to obtain a certificate of operating authority from the division of motor vehicles.

Additionally, the bill grants the division of motor vehicles the power to prescribe rules and regulations for NEMT services, establishes vehicle requirements and training for NEMT drivers, and imposes penalties for violations. The bill exempts certain entities, such as RIPTA and licensed ambulance companies, from the requirements of the chapter. The effective date of the bill is January 1, 2024.
