This bill appropriates an increase of $200 million for home and community based providers of health and human services in order to provide a minimum 10% rate increase in the FY 2024 state budget. The purpose of this increase is to stabilize staffing levels, ensure adequate and safe care of residents, and combat surging costs and prices. The bill also includes an analysis of the impact of certain provisions on health insurance premiums and access, with a report of findings to be submitted to the general assembly by June 1, 2023. The bill will take effect on July 1, 2024.
