This bill makes several changes to the General Laws related to Criminal Injuries Compensation. It adds a definition for "medical forensic examination" and makes changes to various definitions. It establishes an emergency fund for victims, allowing for compensation for burial expenses, crime scene clean up, relocation expenses, and expenses for modifications to the victim's residence for safety. The bill also sets limits on compensation and establishes a special indemnity account for criminal injuries compensation.

Additionally, this bill proposes to add a $2.00 fine on civil or criminal traffic violations, excluding parking violations. The collected surcharges would be transmitted to the crime victims' compensation fund within 30 days. Victims would be able to use program funds to make reasonable modifications to their residence for safety purposes, and a medical forensic examination could be used instead of a police report to determine program eligibility. The bill would take effect one year after passage.
