This bill amends Chapter 27-18 of the General Laws to include provisions related to emergency medical services (EMS). It establishes a mobile integrated healthcare/community paramedicine program that allows EMS practitioners to assess individuals in need of emergency medical services and transport them to alternative facilities. The Department of Health will administer the program and establish rules and regulations for its implementation. The bill also requires health insurance contracts, plans, or policies to provide coverage for the evaluation, treatment, and transportation described in the program.

Additionally, the bill requires that treatment and coverage for mental health disorders, including substance use disorders, be provided in accordance with existing law. It allows licensed providers to accompany EMS and provide evaluation and treatment for mental health disorders and substance use disorders in the community. EMS is also permitted to transport patients to designated facilities for emergency room diversion and community-based behavioral health assistance. The bill requires health insurance contracts, plans, or policies to provide coverage for the evaluation, treatment, and transportation of mental health disorders and substance use disorders. The Department of Health and the Office of the Health Insurance Commissioner are authorized to establish rules and regulations for the administration and enforcement of this section.
