This bill amends Section 31-10-19 of the General Laws to require the community college of Rhode Island to provide thirty-three hours of classroom instruction for applicants or prospective applicants for a limited instruction permit or license. The instruction must include eight hours specifically for instruction on the effects of alcohol and drugs on a driver. The bill also requires the curriculum to include instruction on the dangers of marijuana-impaired driving, which must be approved by the state board of education.

Additionally, the bill requires the community college of Rhode Island to provide a driver training program for physically handicapped drivers. The program must instruct physically handicapped drivers in the operation of adapted vehicles for the handicapped. The bill also establishes a tuition or enrollment fee to be paid by eligible applicants, which will be used to fund the costs associated with the driver education program. The bill also authorizes the board of governors for higher education to establish administrative regulations to further implement this section.
