This bill adds a new section to Chapter 31-15 of the General Laws, entitled "Passing, Use of Lanes, and Rules of the Road," to permit the practice of lane splitting by motorcycles. Lane splitting is defined as driving a motorcycle with two wheels in contact with the ground between rows of stopped or moving vehicles in the same lane. The bill specifies conditions that must be met for lane splitting to be permitted, including that traffic is stopped or traveling at a speed of no greater than 10 mph, the motorcycle operator does not exceed 10 mph above the rate of speed of the current traffic flow, and the motorcycle operator merges with traffic once the 10 mph lane-splitting restriction speed has been achieved by the flow of traffic. The bill also authorizes the administrator to develop rules and regulations necessary to carry out the purposes of this section, in consultation with the department of public safety. The provisions of this section authorizing lane splitting by motorcycles would cease on January 28, 2024. The bill would take effect upon passage and sunset on January 28, 2024.
