This bill amends Section 31-3.1-38 of the General Laws to state that the provisions regarding certificates of title and security interests for vehicles apply to all model vehicles, except for those designated as model years prior to 2001. Vehicles designated as model years prior to 2001 would not be required to be issued a title certificate until ownership is transferred or the current owner creates a security interest in the vehicle. However, the current owner may still apply for a title certificate upon payment of a fee of fifty dollars ($50.00). This amendment would take effect on January 1, 2024.
