This bill amends Chapter 42-28.2 of the General Laws entitled "Police Officers - Commission on Standards and Training" to require the commission to provide training and instruction for police officers in identifying, responding to, handling, investigating, and reporting incidents involving individuals with cognitive or communication-related disabilities. The training and guidelines would include identifying and recognizing disabilities, de-escalating crisis situations, and referring individuals to community resources. The bill also requires the commission to include this training in all police academies and for all law enforcement trainees.

Additionally, the bill requires the commission to provide training and guidelines for police detectives in investigating and handling complaints involving individuals with cognitive or communication-related disabilities. The training and guidelines would be included in all police academies and for all newly commissioned police detectives. The bill also requires the commission to include practitioners and individuals with disabilities as presenters in the training.

This bill would take effect upon passage.
