This bill proposes several amendments to the general laws regarding the operation of bicycles on state highways and interaction with motor vehicles, reckless driver accountability programs, and speed limits in thickly settled areas and business districts. One amendment would require vehicle owners to enroll in a reckless driver accountability program within 10 days of notification of a violation and complete the program within 90 days in order to avoid impoundment of their vehicle. Another amendment would allow the state to impound vehicles of owners who have received four violations or two speeding violations of 21 mph or more over the speed limit, unless the owner enrolls in the reckless driver accountability program within 30 days of receiving the notification of the last violation and completes the program within 120 days. Additionally, the bill proposes the development of an educational curriculum for children in kindergarten through grade twelve regarding the safe use of public streets and premises open to the public by pedestrians and bicyclists. The curriculum would address topics such as the safe use of bicycles, traffic laws and regulations, the use of bicycle lanes and trails, and safe pedestrian practices. The bill would take effect on January 1, 2024.
