This bill amends the Education Equity and Property Tax Relief Act to make changes to the foundation education aid formula. It increases the student success factor for high-need students from 40% to 45% of the core instruction per-pupil amount. Additionally, if over 45% of children in a local educational agency have a family income at or below 185% of federal poverty guidelines, the student success factor will be 50%. The bill also requires the Department of Elementary and Secondary Education to develop and utilize a poverty measure that accurately serves as a proxy for poverty status. The bill allows local education agencies to use a portion of the funds received to expand learning opportunities, such as after school and summer programs, full-day kindergarten, and multiple pathway programs. The bill takes effect upon passage.
