This bill amends the Education Equity and Property Tax Relief Act to provide direct state funding for various categorical programs. It adds a new section that outlines the specific programs eligible for state funding, including special education, career and technical education, pre-kindergarten programs, and transportation costs. The bill also provides additional state support for English learners. The bill deletes language related to prorating funds for distribution among eligible school districts and regionalized school districts if the total approved costs exceed the funding available.

In addition, the bill includes provisions for state support for school resource officers. It defines a school resource officer as a career law enforcement officer who works in collaboration with schools. School districts or municipalities that choose to employ school resource officers will receive direct state support for the costs associated with employing them. The bill specifies the requirements for the number of school resource officers based on school enrollment and outlines eligibility for reimbursement. This provision will be in effect for a period of three years starting in FY 2019.
