This bill amends Chapter 16-21 of the General Laws entitled "Health and Safety of Pupils" to include provisions for students with diabetes. It requires schools with enrolled students with diabetes to provide training to all school employees on diabetes care and emergency procedures. Delegated care aides will also receive training on assisting students with diabetes, including checking blood glucose levels, recognizing symptoms of hypoglycemia and hyperglycemia, estimating carbohydrate intake, administering insulin, and responding to emergencies. Initial training for delegated care aides will be provided by a licensed healthcare educator or a certified diabetic parent or guardian, and training must be updated annually and whenever the student's diabetes care plan is amended. School nurses or healthcare providers may provide assistance or consultation to delegated care aides. The bill also requires schools to provide information sheets to employees or designees who transport students with diabetes for school-sponsored activities, which will include emergency contact information and appropriate responses to potential emergencies. Schools may maintain a supply of undesignated glucagon, prescribed in the name of the school, in a secure location accessible to a school nurse or delegated care aide. The undesignated glucagon may be administered if the student's prescribed glucagon is not available or has expired, and the school must notify the nurse, parents or guardian, emergency contact, and healthcare provider after administration. The bill defines "delegated care aide" as a school employee who has agreed to receive training in diabetes care and assist students with implementing a diabetes care plan, and "diabetes care plan" as a document that specifies the diabetes-related services needed by a student at school and school-sponsored activities and identifies the appropriate staff to provide and supervise these services. The bill will take effect upon passage.
