This bill proposes several amendments to the General Laws related to the operation of bicycles, right-of-way at crossings and intersections, speed limits in thickly settled areas and business districts, and the establishment of a reckless driver accountability traffic safety program.

The bill includes provisions that require persons riding bicycles to comply with turn and stop signals, slow down or stop before entering intersections, and yield the right-of-way to other vehicles. It also requires drivers of motor vehicles to yield to persons on bicycles at crossings and intersections and prohibits passing a motor vehicle at a bicycle crossing. The bill establishes speed limits in thickly settled areas and business districts and creates a reckless driver accountability traffic safety program that includes educational classes for reckless drivers.

The bill also proposes the development of an educational curriculum for kindergarten through grade twelve regarding the safe use of public streets and premises by pedestrians and bicyclists. These amendments would take effect on January 1, 2024.
