This bill amends Rhode Island's healthcare services funding plan act by adding a new section that creates a restricted receipt account called the "PRN account." This account will be used to fund the state's existing psychiatry resource network, including information lines and referral services. The funds for this account will come from the healthcare services funding contribution made by insurers. The bill also requires the Department of Health to submit an annual report on the program and its costs.

The bill also amends an existing section of the healthcare services funding plan act to change the date when the healthcare services funding contribution is set each fiscal year from January 1, 2016, to July 1, 2023. It also adds the psychiatry resource network funding requirement to the calculation of the contribution. The bill exempts the "PRN account" from the indirect costs recovery provisions of the law.

This bill will take effect on July 1, 2023.
