This bill requires all individual and group health insurance plans to provide coverage for FDA-approved prescription contraceptive drugs and devices, as well as voluntary sterilization procedures, clinical services related to contraception, and follow-up services. The coverage must be provided without any deductibles, coinsurance, copayments, or other cost-sharing requirements. The bill also allows religious employers to exclude coverage for certain contraceptive methods, but not for contraceptive services or procedures provided for purposes other than contraception. The bill establishes penalties for plans that violate these requirements and requires the Department of Health to monitor plan compliance and adopt rules for implementation.

In addition, the bill requires health insurance issuers to not restrict reimbursement for dispensing a covered prescription contraceptive for up to 365 days at a time, and clarifies that coverage for contraceptive drugs, devices, or products is not excluded for reasons other than contraceptive purposes. The bill also requires religious employers to provide written notice to prospective enrollees about the contraceptive healthcare services they refuse to cover for religious reasons. The bill establishes penalties for plans that violate this section and requires the Department of Health to monitor plan compliance and submit an annual report to the general assembly.
